Burnham calls on businesses to offer work experience opportunities for young people as he announces plan for 10,000 placements
PA has reported some remarks by the prime minister on his visit to Sainsbury’s this morning, where he is announcing his work experience plan.
Andy Burnham said the UK needs more employers to step up and offer work experience opportunities for young people.
“This is a really positive development today,” he said.
He continued:
One of the biggest British brands out there, Sainsbury’s, coming forward and saying 10,000 placements for young people, work placements, apprenticeships. This is exactly what we need.
We need a national drive to challenge youth unemployment and give more opportunities for our young people, and I would ask other businesses to do the same.
We have a huge challenge – too many young people are out of work – but it can be fixed.
I think we need to fix the education system, which is what I’m doing as well, giving young people technical paths alongside the academic route.
But then we need employers to step forward and offer those work placements too.”
Key events
More than one in three young people aged 18 to 24 have ranked unemployment as one of the most important issues affecting their lives, a poll has found.
A poll of 3,000 British adults conducted by the Good Growth Foundation thinktank found that 35% of young people considered unemployment among their top concerns, second only to the economy and cost of living (59%).
Health and the NHS were cited by 31%, followed by poverty and inequality (27%) and housing (25%).
Concern about unemployment decreased significantly among older age groups, with 16% of those aged 35 to 44 placing unemployment in their top three issues, a decline of over half.
The findings came as prime minister Andy Burnham called on employers to step up and offer work experience opportunities for young people.
Louisa Dollimore, director of strategy at the Good Growth Foundation, said: “Every young person has potential, ambition and something to contribute. But, too many feel that the future has no place for them.
“One million young people are not in education, employment or training – we must ensure that this generation is not left on the sidelines. That’s what more work experience, more apprenticeships and more training opportunities offer.”
Jenrick pledged to scrap UK privacy rules in favour of a “light-touch” approach to data protection as part of a bid to slash “red tape” for businesses, PA reports.
He said the general data protection regulation (GDPR), which mirrors EU rules on how organisations collect, store and process personal data and was adopted into UK law after Brexit, had “strangled” tech firms and small enterprises.
The framework would be replaced by rules modelled on New Zealand’s privacy legislation, which is seen as more lenient, Reform said.
Commenting on the energy price cap increase, Jenrick said the government should “drop your net zero dogma” to bring down energy bills.
“Do what Reform have proposed. Get rid of the green taxes and levies that have been ladled on to people’s energy bills by stealth,” he said.
“If you do that … you will save the average household £200 off their energy bill.”
The UK is aiming to achieve net zero by 2050, a commitment under the Climate Change Act to reduce carbon dioxide emissions by at least 80% in the next 24 years. But the government is facing political pressure from the right for cheap electricity to take priority over net zero targets.
Net zero came into sharp focus during discussions about the record-breaking, back-to-back heatwaves that gripped the country this summer, with other parts of Europe also experiencing similarly extreme temperatures.
As my colleague Damian Carrington writes in this explainer on the Europe heatwave, rapid heating “is leading to ever more deaths and more intense wildfires and droughts”.
He added: “Storms, intense rainfall and floods are also being supercharged by the extra heat in the climate system. All deeply affect lives and livelihoods across the continent and will continue to worsen until emissions reach net zero.”
Earlier today, the Office for National Statistics revealed 40,000 more people died on the hottest days in England between 1988 and 2025 than would be expected in normal temperatures. That figure does not include this summer, when the UK Health Security Agency said an estimated 2,877 people died in the May and June heatwaves alone.
Jenrick said: “I cannot, for the life of me, understand why anyone would want to put net zero ideology above the interests of British people this winter, who are going to find life very, very tough.”
People stuck on hold to HMRC will get £30 off their tax bill, Jenrick pledges
We are getting some comments from Reform UK’s Robert Jenrick, who is speaking at an event in London.
The party’s treasury spokesperson said people stuck on hold to HMRC for more than 30 minutes would get a £30 credit off their tax bill under Reform.
He said:
Last year, MPs were accusing HMRC of deliberately degrading its own services to force people on to the website. It’s a disgrace.
Frankly, it is offensive to working people and I have had enough.
So, we will give HMRC a big incentive to actually provide proper customer service.
I’m announcing today that under a Reform government, if you spend more than half an hour waiting for HMRC to answer your call, you will get a £30 credit off your tax bill. If HMRC delay, well, they can repay.
And to make sure that the staff actually hit their targets, we’ll tie the pay of senior HMRC officials to their customer service performance.”
The tax credit would be limited to two occasions in a given tax year, Reform said.
Labour’s energy bills crisis is getting worse. Political honesty is essential

Another Ofgem energy price cap day, another increase in bills. Miatta Fahnbulleh, the new energy secretary, can blame the usual culprit on Wednesday – the fossil fuel price “rollercoaster”, given a shove this time by Donald Trump’s Middle East misadventure. Higher gas prices will indeed be the main quarter-on-quarter reason why bills stand at a three-year high on a unit basis, writes our financial editor Nils Pratley.
But there is more to the tale on a longer view. Even when the gas rollercoaster dips downwards, the energy industry’s medium-term projections suggest bills will not fall meaningfully.
Look at the forecast on Tuesday from EDF, one of the big retail suppliers, assuming “some moderation” in wholesale prices. Top line: “Bills still look stubbornly high at the end of the decade.” Versus its assumed £1,721 for the price cap for the last three months of 2026, the company projects £1,786 in 2030.
The number would be £90 lower if the government extends VAT relief on electricity and continues to take a portion of older green levies into general taxation. Either way, former energy secretary Ed Miliband’s naive, or cynical, “£300 off bills by 2030” promise looks non-operative at this point.

As the prime minister calls on businesses to offer work experience opportunities for young people, a survey has found more than one in three employers have reduced the number of entry-level jobs in the past year.
A Survation survey of 1,001 UK senior business leaders, commissioned by the Work Foundation thinktank at Lancaster University, found 36% reduced entry-level jobs for 16 to 24 years olds over the past 12 months, while almost half of medium-sized (48%) and large employers (46%) reported cuts, compared with 24% of small employers.
Ben Harrison, director of the Work Foundation at Lancaster University, said:
Young people are entering one of the toughest labour markets in years, facing intense competition for a shrinking number of entry-level jobs and fewer opportunities to get a secure foothold in work.
Our research suggests the challenge is not simply how to provide young people with more employment support. Opportunities for young people are declining, and for those living in weaker local labour markets, the options they face are constrained.
But that doesn’t mean government should step back from its drive to improve job security and pay – both of which will be key in reducing youth unemployment over the long term. The focus must remain on boosting the quality and quantity of roles available to young people. And that means doing more to directly create good jobs, while also providing additional support to employers to do likewise.”
Extreme heat linked to deaths of over 40,000 people in England since 1988

Over 40,000 more people died on the hottest days in England between 1988 and 2025 than would be expected, according to data published by the Office for National Statistics on Wednesday.
The figures do not include this summer, when England has sweltered under a succession of heatwaves and is on track to record its highest ever number of heat-related deaths. The UK Health Security Agency announced on 30 July that an estimated 2,877 people had died in the May and June heatwaves alone. The total is almost double the figure for the whole summer in 2025.
The number of people dying prematurely due to high temperatures is expected to rise further as the climate crisis caused by the burning of fossil fuels continues to push up temperatures and the population ages. Elderly people, as well as children and the unwell, are particularly vulnerable to heat. The heat in 2027 will be further exacerbated by the super El Niño weather system now building in the Pacific Ocean.

‘Well, he’s said things as well’: Burnham on previous criticisms of Trump
Andy Burnham was asked about his previous criticisms of Donald Trump and describing US politics as “poisonous” and “polarised”.
In 2021, as rioters stormed the US Capitol, Burnham posted on X: “Any UK politician who gave Trump the time of day should be ashamed right now.”
Speaking to reporters this morning, the prime minister said: “Well, he’s said things as well.”
The US president has not made overly disparaging comments about Burnham, although labelled him “extremely liberal” in June when the former Greater Manchester mayor emerged as the frontrunner to replace Keir Starmer. Trump has, however, made harsh remarks about the UK in general, saying the country was “dying” and “bankrupt”, among other things. He has also been quite critical of Starmer, saying he was “no Winston Churchill”.
Burnham said “everyone says things as politicians”, adding: “In the moment you meet people where they’re at, and you find a connection with people, and that’s always been my style.
“I’ve had a habit of saying what I feel over the years, and I’ll continue to do that.
“But, at the same time, I am somebody who works with people, tries to find common ground, and obviously that’s what I should be doing in this job in the British public’s interest, and I will always take that approach.
“I’m looking forward actually to my first meeting. We had a good phone call on my first day in office and looking forward to meeting in person.”
PA followed the prime minister around as he spoke to 14 to 16-year-olds on a summer careers programme and shoppers at Sainsbury’s in Nine Elms, south-west London.
One man at the self-checkouts told him he hailed from Manchester and “London isn’t for me”. Andy Burnham replied: “I’m adapting.”
Burnham told the teenagers about his first work experience, when his interest in languages meant he was placed at a travel agent in St Helens.
“The experience was, let’s say, hard,” he said, adding “it wasn’t wasted” as he realised that line of work was not for him.
“You won’t fall on your feet straight away,” he told the young people, noting “it takes a little while” to find the right career path.
Burnham was joined by London mayor Sadiq Khan and work and pensions secretary Pat McFadden, after the government and supermarket chain announced a programme to help more young people in deprived areas into work
The prime minister has called on more businesses to offer work experience opportunities for young people to tackle youth unemployment. He said the number of young people not in education, employment or training (Neet) is a “huge challenge” which employers need to help address.
‘Great music that people will treasure for ever’: Burnham pays tribute to Dolly Parton
Burnham was asked by reporters whether he was a Dolly Parton fan, as tributes pour in for the country music legend who died yesterday at the age of 80.
The prime minister said:
“I was a huge fan of what Dolly did around literacy around the world. I was culture secretary when her libraries were first coming through and the books that went into communities across Britain, you know, what a legacy to leave.
And it was so moving to hear about her dad and how that experience made her want to give back so much. So, yeah, she leaves that legacy as well as obviously great music that people will treasure for ever.”
Government to look at ways to bring energy bills down after price cap increase, says Burnham
Answering questions on the energy price cap, which will increase by 4% from October to a three-year high, Burnham said he acknowledged how “difficult” it will be for people to deal with rising energy bills, but that the government will look at ways to bring them down.
He told reporters:
It’s why, within days of taking office, I announced that we would remove VAT off electricity bills to give people that little bit of help.
That kicks in from October.
We know the price cap will have an impact, but it is what we can do right now.
And we’ll continue to look as we go forward at how we get energy prices down in the long term, and that’s what we need to do too.”
Burnham said the UK’s support for Ukraine will not change, following reports that the head of the CIA had travelled to Moscow for unannounced talks.
When asked by reporters whether Britons should be worried about possible Russian attacks on the UK, Burnham responded: “It’s a challenging situation when we look around the world right now.
“But from what we’re doing, people need to be sure of this: We’re doing what we’ve done since the start of this conflict, which is to provide that back up support to Ukraine to be able to defend themselves, because they do need to do that.”
He added: “I visited Ukraine to send a really clear message to the Ukrainian people that Britain isn’t changing course. We said we would support them. We are supporting them and that won’t change.”

Government looking at ‘fundamental reforms’ to lower energy bills

Miatta Fahnbulleh, the energy sectary, said the government will explore “what more we can do” to help those struggling with high bills, via “fundamental reforms” including investment in renewable energy.
Families will be understandably concerned about the cost of energy bills this winter, which is being driven up by the Iran war.
Energy is an everyday essential and it needs to be affordable for everyone, which is why we have cut VAT on electricity bills from October, to give families some breathing space.
This has limited the rise in the price cap and follows the £150 in costs we removed from bills earlier this year, and we will keep looking at what more we can do to protect families from unaffordable bills.
The government is looking at “fundamental reforms” to drive down energy bills for good, the energy secretary said.
Speaking to Sky News, Fahnbulleh said:
If you look at energy bills, if you look at how much of a family’s finances it is taking up, it is far too expensive.
So, whether that is short-term support that we’re providing to provide a bit of breathing space, which is what the government has done and will continue looking at that, or more fundamental reforms that we need to make to the energy market to drive down bills for good, we are absolutely determined to do that.
She argued renewable energy investment is “absolutely critical” to breaking the link between high gas costs and bills.
Fahbulleh also said she was “frustrated” global events had increased bills in the UK but would not be drawn on criticising Donald Trump for starting the war in Iran.

Morning, and welcome to our UK politics blog. Prime minister Andy Burnham is nipping to the shops this morning to announce a plan to get teenagers working, as the government seeks to tackle the “youth unemployment crisis”.
Burnham will be in Sainsbury’s to welcome the supermarket’s plan to offer 10,000 work experience placements in deprived areas, focusing on communities with a high number of young people not in education, employment or training, otherwise called Neets.
Here are the deets: from October, Sainsbury’s will offer work experience and skills sessions for young people from the age of 14 in England, Wales and Scotland. Running for a year, it is hoped the plan will “help young people build confidence, gain experience and get a foot in the door,” Burnham said.
“I encourage more businesses across the country to do the same,” he added. “Access to opportunity and work experience shouldn’t depend on who you know, it should be within reach for every young person wherever they live – and that’s what I’m determined to deliver.”
The prime minister is due to speak to the media from about 9am, but other headlines this morning may overshadow the press briefing.
Ofgem, the energy regulator for Great Britain, announced the energy price cap will increase by 4% from October, meaning millions of households will face the highest energy charges in three years this winter. The Guardian’s energy correspondent Jillian Ambrose reported the following:
Gas and electricity prices will rise by 4% from October under the new cap, months after climbing 13% at the start of July to take account of soaring global energy market prices caused by the war on Iran.
Ofgem, said the new rate for about 22m households was equivalent to £1,723 a year for a typical household’s gas and electricity use, compared with the rise to £1,663 for the July to September period.
As the bill rises in consecutive quarters the typical household will pay an extra £350 a year more than in 2024, when the Labour government came to power with a promise that it would cut bills by £300 a year by the end of the decade.
